Kullman Engineering Group was established in 2021 and is based in the Denver-metro area with a focus on providing construction engineering, administration, and inspection services, as well as program management services for larger municipal and state clients on road and bridge projects. We established this company with the philosophy of providing service through experience: using our hard-won knowledge and resources to achieve our clients' goals. While our firm is smaller, its size allows us to provide a customized solution for our clients on each project or program, addressing the specific needs and requirements of the job.

Project Experience

  • President and Project Manager

    Kevin is the founder and President of KEG with 19 years of transportation engineering experience across Colorado. For public clients, has managed the construction of projects ranging from small intersections to large alternative-delivery reconstructions with experience in complex structural construction, significant construction phasing, utility coordination, and public involvement. Kevin also supports agencies with schedule reviews, cost estimating, bid evaluations, safety critical support, and constructability reviews. He is a proactive communicator experienced in leading teams, supporting claims/dispute avoidance, and assisting with public outreach.

  • Construction Manager

    Tim brings 20 years of roadway construction experience specializing in construction inspection and contract administration. He has supported CDOT and local agencies on more than 30 road and bridge projects across Colorado’s Front Range, building the expertise to lead field teams on complex transportation projects. His inspection background includes traffic control, erosion control, deep foundations, utilities, earthwork, paving, curb ramps, retaining walls, signals/ITS, structures, and drainage. Tim is also skilled in construction administration, including change orders, submittal and RFI reviews, civil rights compliance, pay item documentation, plan/spec interpretation, and fostering a collaborative environment to achieve project goals.

  • Program Manager

    With 42 years of experience in transportation infrastructure engineering and management, Jeff brings exceptional insight to every stage of program and project delivery. He has spent more than 25 years in executive leadership roles in both the private sector and with the Colorado Department of Transportation, developing deep expertise across all aspects of transportation program management. Jeff has extensive knowledge of the full project lifecycle, with specialized strength in Federal processes. Known for his strong communication, collaboration, and team-building skills, he excels at guiding stakeholders toward consensus by ensuring all issues are understood and addressed with thoughtful, solutions-focused leadership.
